After the First Tablets were broken, Moshe Rabbeinu ascended Mount Sinai on Rosh Chodesh Elul to receive the Second Tablets. The earlier commentators argue whether it was his second or third ascension, but that was when this portion was spoken, and not by his first ascension.

Subsequent to all the days that Moshe Rabbeinu remained on the Mountain, and subsequent to the revelation of the Thirteen Attributes of Mercy, which began on Rosh Chodesh Elul and ended on the Day of Atonement, we received the Second Tablets. In the end, the Thirteen Attributes of Mercy stood up for us, and in their merit, the Torah was given to us once again.
